There's a channel listed as Mutual Aid PRP (36176) on the Peel trunk system.
Perhaps it's this one?

SKYKING MESSAGES
Skyking messages or the Force Direction Messages (FDM) are not heard as much as
they were in the 1970's, 80's and early 90's. These messages are reported as the
go-code or cancellation messages for the US Strategic Command (USSTRATCOM). The US
Navy had recorded these messages and played them back on their HICOM channels. An
example of the Skyking message is as follows:
SKYKING, SKYKING, do not answer: Delta, Oscar, Golf, time 16, authentication
Foxtrot India; I say again... and is repeated.
EMERGENCY ACTION MESSAGES - EAM
As with the Skyking messages EAM's or the Joint Chiefs of Staff Emergency Action
Messages, are part of the American Forces situation coded messages. An example of
an EAM is as follows:
Tango Foxtrot five nine two, standby: Tango Foxtrot five nine two, standby,
messages as follows (series of alphanumeric); I say again (series repeated). This
is DRAGON, out.
The TF592 is the message identifier and is repeated so that the aircrew can copy
the message. If they have already received a message with that identifier, they
ignore it. It was not known whether the EAM has any connection to the DEFCON
system and is still highly classified.
NOTE: Beginning in 2000, some of the EAM messages have changed format a slight bit
with 26, 28, 30 and the occasional 50 character messages.

No it's definitely not that one. I am starting to think that maybe it is
some kind of Bell line, as opposed to a talkgroup...

Hey all..
I'm going to be heading up to Sault Ste. Marie in the next week or two,
can anyone suggest any half-decent frequencies to keep an ear on?
How far north does the GMCP system extend? Hopefully I can listen to
NOR up there.
Thanks!

You'll likely be travelling 400 to 69 so once you're past hwy 12 you should be in or near NOR country. Besides what you'd hear through Sudbury there probably wont be much. Since you're near the water the entire trip I suggest some marine freq's or American stations especially once you get closer to the Sault. Drive carefully.

Mike I forgot about this up there. If you don't find RCMP in the 421
band try the 155 band also. Keep OPC chanels open.

Hey Mike:
I wonder if the same source that you received info on the NRPS (going
trunked) is the same source that told you last summer that the DRPS
was going to a 800MHz Motorola trunking system and leaving "Clearnet"
or Telus Mobility? Well we all know that nothing has transpired.
By the way, just curious as to whether you expect employment in the
two way radio business? You may have a tough time doing so as it
seems that you like to blab confidential material. I'm thinking of
the London PS EDACS system. Do you think it was wise to say who told
you about the move to encryption? I think the service shop who had
the contract was mentioned.
When I was dealing with a large insallation in Toronto I know that
Public Service Agencies make suppliers sign confidential agreements
and the fact that someone talked to you about the plans for the system
would breach the agreement. You know the rest about loose lips.
Maybe that's why there is very little info coming from CNN news at
this time re the US/Iraq war.
Thanks....Howie

I was there about 8 years ago. On the US side search 154 155 band. I
think the OPP would still be running the analog VHF so bring your
CTCSS radio.

encrypted.

Subject: RE: Re: ScanOnt Niagara Reg. Police Freqs.
Well Howie, I appreciate your comments.
I know this isn't the place for a flame war, and that's not what I plan
on doing, just responding to an email.
I really don't need to be lectured about keeping my mouth shut. I've
held previous jobs where confidentiality is paramount (i.e., a large
business banking rep. For TD Canada Trust).
The source that told me about the DRPS is rather high up in the ranks,
and he had been told by people from the comm. center. So, because of
his position, and his information, and other information I've gotten
from him, I'd say it was pretty reliable information. Obviously
whoever told him was giving him a line of BS.
As far as what I heard about NRPS, it came from someone in dispatch, as
well as a few officers, as well as someone I know that works for the
Region. Not to mention seeing an agreement on the NRPS website at one
time, regarding the system.
I've never blabbed confidential information. Anything I've posted on
here is stuff that's already public knowledge. London City Police
actually uses 2 radio shops as well as their own in-house shop. I never
said who I heard it from, nor will I, but it did come from somebody in a
position to know. Not to mention, at Partners in Response last year in
London myself and some other scanner types had asked a high-ranking
officer with London police about their radio system, he confirmed they
are EDACS AEGIS, switching to a "new system" (assumably ProVoice) soon.
I am well aware of confidentially agreements, I don't need somebody on a
newsgroup to lecture me about them.
As I said before, anything I've posted on here is either public
knowledge, or can be found out easily by doing some digging. I wouldn't
want to put anybody in a position of breach or anything like that, so
obviously any information that I DO have that's not public knowledge is
going to remain that way.
As for a job? I've already been offered a position with a rather large
2-way company when I graduate in September, so I'm not exactly concerned
about that.
M

I guess the big question is: did you ask him before you posted this message:

Did London do the upgrade to Provoice last summer as posted in your first
message or are they switching within the next year or two as your second
message implies?
