Keep in mind Nancy that Trunkedradio.net contains only trunked radio
systems (Hamilton Police, fire etc.)

When it hasn't exceeded its monthly bandwidth allowance,
http://scannercenter.8m.com is a literal, unsorted listing of
frequencies... works well.

NO, and I suspect they do not have one yet. Probably an email to them will
get the process started, but until they approve the card for the 250D it is
a moot issue, since there is no digital scanner approved for use in Canada.

Not that I am aware of, but then IC are NOT talking about it or letting us
know.

There is a document on their web site that suggests that you need to have a
ham license to get one, or be a member of the police, etc. Else no dice.
However, that goes back to the mid-1990s and has not been updated.

I suspect it will come down to the Minister in Charge of IC and the Liberal
Caucus since the politicians are the ones most worried about citizens and
the press (and mostly the press) listening in to what they are trying to
keep hidden from us. The fact that the equipment is available in the US and
that the Press will not hesitate to buy same in the US seems not to be
relevant to the issue in their minds (if they have same)...

For the record, I have sent an email to IC asking to be licensed to purchase
a digital scanner when they are Licensed.

The document that covers the issue is IPC 2-1-04 from 1996, and there is
basically one sentence that covers the whole thing... It is up to them, and
you need to tell them why it is in the public interest to give you a
license.

So I have told them why I consider it to be in the public interest that
scannerists be able to overhear the police, fire, EMS, etc., to keep them on
the up and up and above board... If everyone who is NOT a Ham does that it
should prove interesting to see their responses.

I have heard digital activity on all of the above in non trunk mode. 
Hope this will help. As far as I know the F.D has not yet come on
