As we've seen before, most people (and friends) usually don't know how the
equipment they are using works.
Your friend with London PD should learn more about how her console works.
The signal comes into her console as audio. The decision about whether the
incoming signal is analog or digital (and how to decode it) is made long
before it gets to her. It would pass through a digital to analog interface
and would be presented to her as straight audio. When she patches to the
common channel, all she is doing is patching together audio paths. She
routes the talkgroup output audio to the common channel audio input path.
The common channel audio output would be routed to the talkgroup input
audio. This is all analog audio. She has no control over the actual
selection of digital or analog. All that has already been set up by the
system techs.
As far as NRPS goes, if they are using digital on OPC Common then their
radios are programmed incorrectly and they are interfering with other
agencies. Since OPC Common is a carrier squelch channel, every police
service within range of NRPS would be hearing them. Wouldn't take long
before somebody lodged a complaint with the powers that be.
But of course I could be wrong. I might have missed something in my 30
years of monitoring and maintaining such systems.

I'm not so much jumping to conclusions as much as I am guessing. I don't have a technical background in radio systems. Actually I kinda figured a trunk system used the first available input and output freq. I didn't realize that they are matched up like in a conventional repeater system. You got to remember that while the new system was being built, the old OPP frequencies were still in use. For example, the Edgar frequencies (141.435/141.690) could not be put into use while the old system was still on the air. It would be possible to select an input from the old system (from a site located a good distance away) and match it up with a new output frequency.
