Are you following the instructions in the last para of this file?

I.E. only plugging in the cam when requested?

Known issues
============
The application installer sometimes makes a long time-out (up to 10
minutes)
between the installation of the applications. Just be patient and
wait until
the application installer proceeds (appears in Windows XP only).
I understand this isnt the same camera as you have, but perhaps
the "hang" as you describe it an XP problem will the philips cam
range.
